Of all the CCL topic areas, this is the one you are most likely to end up interpreting for real. Tamil families in Australia are now moving parents into residential care and adult children into NDIS plans, and every one of those conversations is a stranger explaining fees, assessments and entitlements to someone who has to make a decision by a deadline. The dialogue worked in full on this page is that conversation: an ACAT-approved father, three separate fees, an income and assets assessment, and a choice between a refundable deposit and a daily payment. Every segment, every model answer in Tamil with transliteration, plus the rest of the disability and aged care library.

Model answers stay hidden. You’ll hear one segment at a time, interpret it out loud, then either record yourself for an automatic NAATI-style mark or reveal the answer and mark yourself. At the end you get a mark out of 45 against the 29 every dialogue has to clear on its own.

How examiners build a disability & aged care dialogue
A disability or aged care dialogue is built around a decision with money and a deadline attached, and the examiner is listening for whether the person could actually make that decision on your rendering alone. That shapes the segments in two ways. First, the official's turns are long and stacked: a fee, the rule that sets it, a figure, and a condition on the figure, all inside forty words. Nothing in that stack is decoration — the condition is often what makes the whole sentence true. Second, the family member's turns carry the constraint the official has to work around: only the age pension, half a house with a spouse still in it, an inability to find a lump sum. Candidates who treat those as background colour and paraphrase them lose marks for omission on the exact facts the next official turn responds to. Add the scheme vocabulary — ACAT, means-tested care fee, RAD, DAP, Core and Capacity-Building, self-management — and you have a topic where terminology and numbers are being marked simultaneously in almost every segment.
Where marks go on this topic
01Blurring refundable into non-refundable
The Refundable Accommodation Deposit comes back in full when the resident leaves; the Daily Accommodation Payment is a daily charge at the government interest rate that never comes back. Both are ways of paying for the same room, so a candidate under pressure reaches for one word — a payment, a deposit, a fee — and covers both. In this dialogue that word sits between ஐந்து லட்சத்து ஐம்பதாயிரம் டாலர் returned and about நூற்று இருபத்தி ஆறு டாலர் a day spent. Say ஆர்.ஏ.டி. and டி.ஏ.பி. letter by letter, gloss each once as the officer does, and keep திரும்பும் against /நாள் attached to the right one.
02Turning a conditional exemption into a promise
Officials in this setting hedge because the rules genuinely are conditional. The family home is exempt பொதுவா, and only வரைக்கும் a protected person such as the wife still lives there; சில குடியிருப்பாளர்கள் — some residents, not all — pay no means-tested care fee. Strip those qualifiers and you have told a family their house is safe and their fee is nil, which is both a distortion in the marking and advice they may act on. Render the hedge as explicitly as it was spoken, and keep the condition attached to the clause it governs.
03Rounding money that is not round
This topic is unusually numeric and the figures are deliberately awkward: eighty-five per cent of the single age pension, அறுபத்து மூணு டாலர் ஐம்பத்தேழு சென்ட் a day, an annual cap near முப்பத்தி நான்கு ஆயிரம், a lifetime cap near எண்பத்தி இரண்டு ஆயிரம், and இருபத்தி எட்டு நாட்கள் to decide. "About sixty dollars" for $63.57 is scored as a distortion, not as a reasonable approximation. Tamil also counts big money in lakhs, so ஐந்து லட்சத்து ஐம்பதாயிரம் has to come back into English as five hundred and fifty thousand — the same value, re-grouped, with nothing lost in the conversion.
04Answering the family instead of interpreting them
In aged care and NDIS dialogues the client is often not the person speaking: a daughter is arranging care for her father, a parent is speaking for a child. That triangle tempts candidates into helping — smoothing an anxious question, adding a reassurance the officer has not given, or explaining what a waiting list is. You are the voice, not the third participant. Interpret the daughter's two questions as two questions, keep her doubt about the ஒரே தடவையா payment, and let the officer answer.
05Confusing the bodies that do different jobs
ACAT approves someone for residential care. Services Australia runs the income and assets assessment that sets the means-tested fee. My Aged Care is the front door, and a plan manager is none of the above. Each is a named organisation with one function, and collapsing two of them tells the listener to contact the wrong office. Learn which body does what across this topic, because the dialogues cross-reference them constantly and the examiner marks a substituted agency as a factual error.
Terms worth drilling before you sit this
- Aged Care Assessment Team (ACAT)ஏஜ்ட் கேர் அசெஸ்மென்ட் டீம்aged care assessment team
The team whose approval is the precondition for residential care. Carry the name, spelled letter by letter, rather than reducing it to "the assessors" — the family will need to name it again.
- basic daily feeஅடிப்படை தினசரிக் கட்டணம்adippadai dhinasari kattanam
Everyone pays it, and it is pinned to a percentage of the single age pension. Both the percentage and the dollar figure are separate facts; giving one without the other is a half-answer.
- means-tested care feeவருமான-அடிப்படையிலான பராமரிப்புக் கட்டணம்varumaana-adippadaiyilaana paaraamaripuk kattanam
Means-tested is the whole content of the term: it varies with an income and assets assessment, and some residents pay nothing. Never shorten it to "the care fee", which sounds like a flat charge.
- RAD (Refundable Accommodation Deposit)ரிஃபண்டபிள் அக்கமடேஷன் டெபாசிட்refundable accommodation deposit
A lump sum, fully refunded when the resident leaves. Say the acronym letter by letter and gloss it once; the refundability is the single most important word in the term.
- DAP (Daily Accommodation Payment)டெய்லி அக்கமடேஷன் பேமெண்ட்daily accommodation payment
The daily alternative to the RAD, calculated at the government interest rate and not refunded. Families may also combine the two, so keep the option open rather than presenting an either/or.
- exempt assetவிலக்கு அளிக்கப்பட்ட சொத்துvilakku alikkappatta sotthu
Exemption in aged care is nearly always conditional on somebody protected still living in the home. Carry the condition with the exemption or you have changed the answer.
- lifetime capவாழ்நாள் உச்சவரம்புvaazhnaal uchavarambu
Distinct from the annual cap, and both appear in the same breath. Two ceilings, two figures, two different periods — keep them apart and in the order the officer gave them.
- reasonable and necessaryரீஸனபிள் அண்ட் நெசஸரிreesanabal end nesesari
The statutory test that decides what an NDIS plan will fund. It is a legal phrase, not a compliment, so keep ரீஸனபிள் அண்ட் நெசஸரி as the named test instead of paraphrasing it into something merely sensible.
- plan managementபிளான் மேனேஜ்மெண்ட்plan management
One of three ways the money is administered, not a type of support. Plan-managed means someone else pays your invoices at no cost to you while you still choose your providers.
- Home Care Packageஹோம் கேர் பேக்கேஜ்home care package
Support delivered at home in graded levels, with its own queue and its own fees. Do not blur it into residential care or into the NDIS — different systems, different ages, different money.
- respiteரெஸ்பைட்respite
Carried straight into Tamil as ரெஸ்பைட், because "a break for the carer" describes it without naming the service the carer has to request. Emergency and planned respite are separate things.
- Supported Independent Living (SIL)சப்போர்டட் இன்டிபெண்டன்ட் லிவிங்Supported Independent Living
Funds the help inside a home, while SDA funds the dwelling itself. Candidates routinely merge them; the officer's whole point is usually that they are funded separately.
Register in this setting
Two register layers run at once here, and only one of them survives into English. The family member speaks to the officer with நீங்க and full formality, exactly as you would expect between strangers in a professional room. But they also speak about the person being cared for with honorifics — அப்பா with அவர் and honorific verb forms like இருக்காரு — and English has no equivalent, so those flatten to a plain "my father" and "he". Adding "my respected father" to compensate is an addition and is marked as one. Going the other way, do not let the officer's warmth pull you down into familiar address with an elderly client, and do not adopt the family's grief: when a daughter says she can no longer care for her father at home, render it at the weight she gave it, neither clipped into an administrative fact nor thickened into an apology she did not make.

Questions about disability & aged care dialogues
- Does aged care really come up in the NAATI CCL Tamil test?
- It sits inside the community-services range the test draws on, alongside health, welfare and social services, and it is one of the settings Tamil speakers most often interpret in outside the exam. You cannot choose your two dialogues on the day, so a topic that is both examinable and this common in real work is worth the practice either way.
- What is the difference between a RAD and a DAP?
- A Refundable Accommodation Deposit is a lump sum paid up front and returned in full when the resident leaves the home. A Daily Accommodation Payment is a daily amount, worked out from the RAD at the government interest rate, which is not returned. A family can also pay part as a deposit and the rest daily. Interpreting one as the other is the costliest single error in this topic.
- Do I need to understand Australian aged care fees to interpret this dialogue?
- You do not need to know how the rules are calculated, but you do need to recognise the names, because a name you do not recognise is a name you will paraphrase. Read the fee terms once — basic daily fee, means-tested care fee, accommodation payment, RAD, DAP, annual and lifetime cap — and the dialogue becomes a numbers exercise instead of a guessing exercise.
- How should I handle honorific verb forms when a family talks about a parent?
- Flatten them. Tamil marks respect in the verb, and English marks it nowhere, so a sentence carried by அவர் and a verb form like இருக்காரு comes back as a plain "he is" with nothing lost. What you must not do is compensate by inserting respectful words in English that the speaker never used, or drop the honorifics when you interpret back into Tamil — the direction you are going decides what happens to them.
- The family member asks two questions in one turn. Should I answer either of them?
- Never. Interpret both questions and stop. Candidates who know the aged care system sometimes answer the easy one themselves, which is scored as an addition and, in a real placement, is a breach of the interpreter's role. Your job in this dialogue is to make sure both questions reach the officer intact — including the one that arrives second, which is the one usually dropped.
- How much of the marking on this topic is just numbers?
- More than on most topics, but not all of it. A single officer turn here can carry a percentage, a dollar-and-cents daily figure, two caps and a deadline, and each is separately markable. The rest of the marks sit in the terminology and in the conditions attached to the figures — which is why candidates who note the numbers perfectly can still fall short of the 29 they need on the dialogue.
