NAATI CCL Tamil Mock Test 6 — a used-car refund and an electricity hardship plan

Two officials, two people in financial trouble, and fifteen segments in which the whole difficulty is how strongly something is being said. A consumer affairs officer tells a used-car buyer what the dealer cannot do; an energy retailer's hardship officer tells a customer what she might be eligible for. Sit it in exam mode for a mark out of 90, or read it with the model answers open first. Either way, listen to the verbs.

Model answers stay hidden. You’ll hear one segment at a time, interpret it out loud, then either record yourself for an automatic NAATI-style mark or reveal the answer and mark yourself. At the end you get a real 90-mark result against NAATI's actual pass rule.

Why these two topics appear together
Consumer disputes and utility bills sit in the same corner of the CCL topic range — the ordinary administrative trouble that brings a migrant into contact with an Australian institution — and they are commonly paired because neither is technical. What makes them hard together is that they pull the interpreter in opposite directions. The consumer officer is delivering entitlements that are absolute: the dealer cannot charge you half, a signed form cannot remove your rights. The hardship officer is delivering possibilities that are conditional: you may qualify, you might also be eligible. Candidates who find the right voice for one of those dialogues routinely carry it into the other, and lose marks for a rendering that is otherwise word-perfect.
What the examiner is listening for
- 01The strength of every modal verb, held exactly where the speaker put it. "Can't be signed away", "he can't make you pay half", "the dealer may repair it" and "you may qualify" are four different legal temperatures, and the grader is checking all four.
- 02Who holds the choice. In the used-car dialogue the consumer picks between a refund and a replacement for a major failure, while the dealer merely may repair a minor problem. Reversing that agency is scored as a distortion, not a wording slip.
- 03Money, dates and deadlines surviving intact: $18,500, the third of June, seven days, $4,200, fourteen days, $320, two business days. Seven figures across the paper, and the 29-mark floor on each dialogue is tight enough that two of them will decide it.
- 04Named bodies and named products carried as the English names they are — Australian Consumer Law, Consumer Affairs, the hardship program, the utility relief grant, the concession. Inventing a Tamil equivalent for any of them reads as a terminology error.
- 05Reported speech kept as reported speech. The buyer says the dealer told him the car was sold as is; the frame அவரு சொல்றாரு … -ன்னு marks that as the dealer's claim, not the buyer's own. Rendering it as the buyer's own position hands the grader a manufactured admission.
- 06Reassurance kept at its stated size. "We really don't want to cut off your supply" and "we'll set the weekly amount based on what you can manage, not a fixed figure" are commitments the customer will act on, and inflating or deflating them both cost marks.
Where candidates lose marks on this paper
Each of these is a real line below. Tap through to see it in full.
Dialogue 1 · Tamil-speaking car buyer · jump to the line
The trap. Rounding or merging the four figures in a 42-word segment: an $18,500 purchase price, a purchase date, seven days, and a $4,200 repair quote. Candidates who start speaking after the price lose the quote.
The fix. Write the digits down as they land — 18500 / 3 Jun / 7d / 4200 — and read them back in the order given. Tamil speakers often think in லட்சம்; convert nothing, and do not say "about eighteen thousand".
Dialogue 1 · Consumer affairs officer · jump to the line
The trap. Flattening the two halves of the remedy rule into one. The segment says the consumer chooses a refund or a replacement for a major failure, and that for a minor problem the dealer may repair it. Candidates keep the first clause and drop or invert the second.
The fix. Two sentences, two agents. Say who chooses when it is a பெரிய கோளாறு, and keep the dealer's option as an option. Also hold 'serious' and 'major' apart — the fault is serious, and that is what makes it a major failure in law.
Dialogue 1 · Tamil-speaking car buyer · jump to the line
The trap. Dropping the reported-speech frame அவரு சொல்றாரு … -ன்னு and stating the dealer's position as fact, or losing the closing question so the turn ends as a complaint rather than a request for a ruling.
The fix. Frame it as "அவரு சொல்றாரு …-ன்னு" throughout, keep all three of his claims (இருக்கிற நிலையில், the signed form, pay half), and finish on a genuine question. The officer's next turn is an answer, so a statement here leaves it hanging.
Dialogue 1 · Consumer affairs officer · jump to the line
The trap. Softening a flat refusal into a hedge. This is the segment where candidates turn நீக்க முடியாது and வாங்க முடியாது into "may not be able to" or "probably shouldn't", and quietly drop the word 'signed' from கையெழுத்து போட்ட.
The fix. Keep the officer's opening negation blunt, keep 'signed', and keep both the form and the sign on the car. A hedge here tells a stressed buyer he has a weak argument when the law says he has an unanswerable one.
Dialogue 2 · Hardship officer · jump to the line
The trap. Reporting that the power has been cut off. A மின் இணைப்பு துண்டிப்பு எச்சரிக்கை has been issued and the amount is நிலுவையில் — a warning and an arrears balance, not a disconnection that has already happened.
The fix. Say a disconnection warning has been issued and the account is $320 overdue. Keep 'three hundred and twenty dollars' exact, and carry the officer's 'before anything happens' — it is what tells the customer she still has time.
Dialogue 2 · Hardship officer · jump to the line
The trap. Promising what was only offered. "You may qualify" and "you might also be eligible" become "you will get", and one or two of the three supports — hardship program, government concession, one-off utility relief grant — go missing.
The fix. Hold the conditional (தகுதி பெறலாம்), list all three supports separately, and keep 'one-off' on the grant. Upgrading a maybe to a promise is an addition, and for a customer facing disconnection it is the costliest kind.
Dialogue 2 · Hardship officer · jump to the line
The trap. Collapsing மதிப்பீடு and உண்மையான ரீடிங் into one idea, so the officer merely says she will 'check the meter'. The distinction between an estimated bill and an actual reading is the entire explanation for the customer's bill shock.
The fix. Keep the re-read, the estimate-versus-actual check, and the promise that any error is corrected before the payment plan starts. Also keep the officer's முழு உரிமை at full strength: the customer has every right to dispute the bill.
Pacing this paper
Segments here run 33 to 46 words and the officials' turns are consistently the long ones, which is the opposite of what most candidates practise for. Both en-ta segments at the top of each dialogue are over 40 words and both carry the legal framing the rest of the dialogue depends on, so protect your note-taking there and let the shorter Tamil turns run on memory. Allow about ten minutes a dialogue. If a modal escapes you mid-sentence, say the weaker version and move on — an under-strength rendering costs one mark, while stopping to hunt for it can cost you the segment.

Used-Car Trouble: Consumer Guarantees, Major Failure and Getting a Refund
A Tamil-speaking buyer visits a consumer affairs officer after a licensed dealer's used car developed a serious transmission fault a week after purchase, and the officer explains the consumer guarantees, the major-failure test, keeping records, and how to escalate to the state Consumer Affairs/Fair Trading body if the dealer refuses.

A fault this serious, so soon after purchase, would usually count as a major failure. When it's a major failure, you get to choose the remedy — a refund or a replacement car — not the dealer. For a minor problem, the dealer may repair it.

- Segment 5 · Consumer affairs officer · 43 wordsEnglish → Tamil
No, that's not right. A signed 'sold as is' form, or a sign on the car, cannot remove your consumer guarantees when you buy from a licensed dealer. Those rights apply automatically, and he can't make you pay half for a major failure.

Glossary for this dialogue
Cultural & register notes
- — Consumer guarantees under the Australian Consumer Law cannot be waived: a 'sold as is' sign or a signed form does NOT remove them when the buyer purchases from a licensed dealer (private car sales are a different matter). The interpreter must render this faithfully, must not drop the word 'signed' (கையெழுத்திட்ட), and must not soften the officer's flat 'இல்லை'.
- — 'Major failure' is a legal test term. Render the concept naturally (பெரிய கோளாறு) but keep the ACL framing intact — for a major failure the consumer, not the trader, chooses between a refund and a replacement; for a minor problem the trader may simply repair. Reversing who chooses is a serious distortion.
- — The consumer body's name varies by state — Consumer Affairs Victoria, NSW Fair Trading, Consumer and Business Services (SA), etc. Say the body's name and 'Australian Consumer Law' as the English terms written in Tamil (கன்சூமர் அஃபேர்ஸ், ஆஸ்திரேலிய கன்சூமர் லா); do not invent a Tamil equivalent.
- — Money and dates are load-bearing throughout: $18,500 (பதினெட்டாயிரத்து ஐந்நூறு), மூன்றாம் தேதி ஜூன், ஏழு நாட்கள், $4,200 (நான்காயிரத்து இருநூறு), 'பாதி செலவு', and the பதினான்கு நாட்கள் deadline. Tamil speakers may think in இலட்சம், but every amount, date and deadline must carry across exactly.

Cultural & register notes

Questions about this mock test
- Why does one mock test mix consumer law with an electricity bill?
- Because the real test mixes topic areas by design — your two dialogues are drawn from different parts of the community topic range and you find out which on the day. Consumer disputes and utilities are adjacent in subject matter but opposite in tone, which makes them a genuinely useful pair to practise together.
- How do I interpret "may", "can" and "must" in a CCL dialogue?
- Literally, and at the strength the speaker used. A modal is content, not politeness. "The dealer may repair it" grants the dealer a choice; "he can't make you pay half" removes one. If you are unsure, mirror the structure of the original sentence rather than paraphrasing the meaning you think was intended.
- Do I need to know Australian Consumer Law to sit this paper?
- No. You need the terms, not the law. Consumer guarantees, major failure, refund, replacement, sold as is and lodging a complaint all appear on the page in Tamil with transliteration. The examiner is marking whether those terms and the relationships between them survive the crossing, not whether you could advise on a case.
- Is this an official NAATI CCL practice test?
- No. NAATI does not publish live test material, so nobody online has real papers. This one is built to the published specification: two dialogues from different topic areas, roughly 300 words each, delivered in segments of about 35 words, 45 marks per dialogue.
- What score do I need to pass?
- You need 63 of the 90 marks, and neither dialogue may come in under 29. Both conditions have to hold. A candidate who scores 41 on the consumer dialogue and 25 on the hardship call has 66 marks and a fail, which is why the weaker of your two topics is the one worth practising.
- Should I make the officials sound more sympathetic than they are?
- No, and it is a common way to lose register marks. Both officials in this paper are already warm — one apologises, the other says they don't want to cut off supply. Adding sympathy of your own is an addition; so is stripping it out to sound brisk. Match the level you were given.
